The Westcombe Society is a local amenity group which aims to foster community spirit and protect the character of the area between Greenwich Park to the west, the Blackwall Tunnel approach to the east, Blackheath to the south and the Dartford line to the north. It has an active Planning & Environment Sub-Committee and organises a broad range of activities mainly centred around the Mycenae House Community Centre. It also produces a free newspaper, the Westcombe News (circ. 3800).

Post Office Closure 8 Woolwich Road SE10 0JU
The Post Office is currently consulting about a proposal to close the post office in Annandale Road. Although this is strictly outside the Westcombe Park area, it was the designated alternative post office when the one in Station Crescent was closed. As such, it is the nearest/most convenient office for many residents, particularly the elderly and infirm who do not relish the climb up a steep hill to the strangely misnamed ‘Westcombe Hill Post Office’ (a.k.a Dave & Ginas’s), or the queues when they get there. Given the big housing expansion in the Woolwich Road area, it seems very likely to exacerbate the congestion already experienced in the alternatives (the queue was outside the door in Dave & Gina’s today). Parking is relatively easy in Annandale Road.

Council Plans For Your Future – Have Your Say
The Council is currently preparing its Core Strategy document, which will set the foundation for the Local Development Framework. This is the successor to the 2006 Unitary Development plan (UDP).
In 2006 the last UDP downgraded Blackheath Standard from the fourth largest District Shopping centre in the borough to a local centre, removing much of the protection that small retailers in Old Dover Road had previously enjoyed. It also quietly removed ‘Community Open Space’ status from part of the grounds of Mycenae House, even though it was in an area of public open space deficiency, where it was official Council policy to increase the provision of public open space and improve access.
The Council says it wishes to involve residents from the earliest stages of creating this new document. To achieve this, comments are invited on the key planning issues affecting the borough and the options for addressing them. Questionnaires can be completed online, or downloaded from http://tinyurl.com/24gm5m
Comments must be submitted before 7th April. Vigilance is important to ensure Westcombe Park does not suffer further setbacks in the new plans.

Village Green Application for Woodlands
Many local residents may not have seen the report in the Mercury about the the application for the grounds of Woodlands to be registered as Village Green under recent legislation, preserving the grounds from development and allowing them to be used for lawful sports and pastimes in perpetuity. This complements the recently started renovation of Woodlands House, which the Council had allowed to fall into a sorry state. The application, which received the unanimous support of some 160 local residents, was rejected (by one vote).
Due to the sensitivity of the issue and the conflict of interest (the Council would be a major financial beneficiary if the application were rejected) it was originally expected to be heard by an independent public enquiry. The Council’s legal advice was that where there was a dispute on the facts or on whether use has been ‘as of right’, “the practice of commons registration authorities has been to hold a ‘non-statutory public enquiry’ whereby an independent inspector is appointed to hear the evidence”
Although an independent public enquiry is not mandatory, Lady Justice Arden opined, in an important test case, that ”if the registration authority has itself to make a decision on the application….. it should proceed only after receiving the report of an independent expert (by which I mean a legal expert) who has at the registration authority's request held a non-statutory public inquiry”.
She added that “One advantage of such an inquiry is that the proceedings can take place with some degree of informality and utilising a flexible approach to procedure. Moreover, those conducting the inquiry may be able to take account of evidence which is not strictly admissible. This may be a valuable feature of an inquiry, given the period of time over which actions of local inhabitants may have to be investigated. The authority may indeed consider that it owes an obligation to have an inquiry if the matter is of great local interest”.
But the plan was changed. It was decided that the hearing would not be by an independent inspector but by the full Council chaired by the mayor. Even that was later amended in favour of a three person committee chaired by the Leader of the Council (a procedure which was contrary to the Council’s Constitution, which had to be specially amended for the purpose). The Committee split on party lines.
Such a committee is clearly biased (using the term in the technical rather than pejorative sense). The English Standards Board, which provides guidance to Councillors on standards of conduct, has advised that a “decision-making body cannot make an unbiased decision, or a decision which objectively looks impartial, if a councillor serving on it is closely connected with one of the parties involved.” None of the Councillors declared an interest, but all are connected to the Council, the sole objector and the main beneficiary of the committee’s decision.
A fresh application is now expected drawing the Registrar's attention to an important clause (Section 15(7)(b) the Committee had failed to take into account (it was not even mentioned in the legal advice they received). The clause provides that the fact that the access gate was locked overnight after a security lock was fitted in 2000 must be disregarded in determining if the use was 'as of right'.

Groping For Words
The next production of the Alexandra Players will be later this month (October 2007). It is the comedy Groping For Words by Sue Townsend – best known as the creator of diarist Adrian Mole. Groping For Words will be presented at the Alexandra Hall, Bramshot Avenue, Charlton SE7 on October 25th, 26th and 27th at 8 p.m. (doors open at 7.30 p.m.).

Woolwich to get Crossrail after all....!

The House will recall the extensive discussion in the Crossrail Instruction debate on 31 October about a station at Woolwich, adding £186 million to the cost of the scheme. This could simply not be afforded given the scale of the overall funding challenge. I said then, however, that I was willing to give Cross London Rail Links Ltd-the Crossrail Company-the time needed to explore with others, including the London Borough of Greenwich, whether there was a way of significantly reducing that cost.
I am pleased today to inform the House of important developments that point a way forward.
The key to this has been Greenwich Council's recent proposal for a major revision to its spatial plan, to allow a significantly higher density of development at Woolwich. This, in turn, has prompted Berkeley Homes to offer a means of enabling a station to be built at Woolwich but, crucially, without adding to the current cost of Crossrail.
In light of this, agreement has been reached in principle with Berkeley Homes under which they will build the basic box structure of a station at Woolwich and then construct their own development overhead. This will all be done at their own risk, using their own money, to the specification laid down by CLRL, with a payment back to Berkeley Homes of the saving CLRL will make through avoiding other works at Woolwich, when it constructs the line there.
In due course, Berkeley Homes would then arrange for the completion of the station box to full operational status. Both they and Greenwich Council recognise that the completion of the station would be conditional on receiving sufficient funding contributions from those developers and businesses that stand to benefit from a Crossrail station at Woolwich. The contributions would be in addition to any London-wide Crossrail funding arrangements that may be agreed and no additional public sector debt capacity would be made available. Fit-out of the station could take place only once sufficient private sector contributions had been received.
More work needs to be done to flesh out this deal but the House can now have sufficient confidence that Berkeley and Greenwich Council have the commitment and the right incentives to do that. This is a very significant change from the position last October as there is now a clear way forward that can deliver a station at Woolwich without adding to the costs of Crossrail already identified.
On this basis I am now able to bring forward an amendment to the Bill to provide powers for the station. In due course, the House will be invited to agree a further instruction to the Committee in respect of Woolwich.

Greenwich Waterfront Transit plans on show
Greenwich Council are giving residents the opportunity to visit a consultation exhibition and find out about plans on a major new transport scheme and how they will be linked into a range of local improvements to nearby roads and public spaces.
The Greenwich Waterfront Transit (GWT) will be a brand new fast, frequent and reliable service between Abbey Wood and North Greenwich Station, via Thamesmead and Woolwich and experts from Transport for London's GWT team will be on hand to update people on its progress.
The exhibition will be set up in Woolwich Town Centre on Friday 23 and Saturday 24 March, next to Natwest Bank in Powis Street, and there will also be an opportunity to speak with council staff about the range of regeneration schemes taking place in Woolwich and across the rest of the borough.
Deputy Leader of Greenwich Council and Cabinet member for Regeneration, Councillor Peter Brooks said, "A huge wave of change will sweep through Greenwich over the next decade and events like this give residents an opportunity to find out exactly what will be taking place. I would like to encourage residents to take the time to visit and give their views on the plans for their borough."

'Dome' (O2) Parking Threat Reduced
On 14th February, the Licensing Committee approved the applications by O2 with a few changes, notably the addition, in watered down form, of the condition negotiated between the Westcombe Society Environment Committee and ANSCHUTZ ENTERTAINMENT GROUP (AEG). This provided that
"Promotional literature web-pages and tickets from the Licensee will give prominence to information regarding public transport options and request patrons to leave the area quietly. References by the Licensee to access by road will be subordinate to references to travel by public transport. References shall also refer to the existence of controlled parking zones over the area within two miles of the Premises".
AEG refused to agree that the condition should apply to its agents, notable its sales agent Ticketmaster whose website, despite revision ahead of the meeting, emphasized how ‘easy’ was access by road. However following the Westcombe Society's criticism at the meeting, Ticketmaster has again revised its website.

Dome Parking Threat
AEG, the owners of the Dome, have announced their intention to direct 'overspill' customers of events at the Dome who arrive by car to park in the Westcombe Park/East Greenwich area.
Sales publicity for these events describes access by road as “easy” and AEG expect more than half the visitors to the Entertainment District to come by car. There are only some 400 ‘first come first served’ car spaces. So visitors who turn up on-spec expecting to park may find the car park full. AEG’s stated plan, in such a situation, is for car park management to direct vehicles to the closest off site parking facilities. AEG have indicated that the closest area outside the Peninsula (where parking is banned) is Westcombe Park.
Unfortunately, the Council has already approved this ‘diversion to Westcombe Park’ Policy, even though the Guidance to Best Practice for Public Nuisance Control emphasizes that patrons arriving and leaving the premises, including provision of public transport and the use of Car Parks, should be covered in the operating schedules that are the main subject for the Licensing subcommittee to consider.

There are only some 400 ‘first come first served’ car spaces. So visitors who turn up on-spec expecting to park may find the car park full. AEG’s stated plan, in such a situation, is for car park management to direct vehicles to the closest off site parking facilities. AEG have indicated that the closest area outside the Peninsula (where parking is banned) is Westcombe Park.
Unfortunately, the Council has already approved this ‘diversion to Westcombe Park’ Policy, even though the Guidance to Best Practice for Public Nuisance Control emphasizes that patrons arriving and leaving the premises, including provision of public transport and the use of Car Parks, should be covered in the operating schedules that are the main subject for the Licensing subcommittee to consider.

A local group seemed to have been set up very late in the day to object to the idea.. so late in fact that it was only referred to in the latest Greenwich Society Newsletter that appeared in my post only a few days before the decision was made.
But let's be more rationale about this.
All the 'ordinary' Mancunians I saw interviewed on BBC News about the fact they had won the bid were over the moon.. including 'little old ladies'. Have no Greenwich residents, especially the objectors, considered the huge loss of potential jobs that will now occur as a consequence of this bid having been lost? What does it mean for the overall viability of the remaining plans for the Dome? Finally, where is the money coming from to take forward a virtually complete and fully serviced 'mezzanine' floor at the Dome that will now have to look for 'Phase III' funding to remain anything other than empty?
P.S. In overall terms I think that I feel more for the people and businesses in Blackpool though. They are now going to be facing a bleak future.

Following the previous consultation meeting on 20th July, English Partnerships‚ three short-listed developers have drawn up their proposals for the development of the former Greenwich District Hospital site and therefore a public exhibition will be held at the Forum @ Greenwich, Trafalgar Road, on Tuesday 10th October, at 7pm.
The exhibition will be a chance for local residents to view the three proposals, including models and images of how the site will look, and to make comments on the different schemes. Your comments will then be taken into account in our selection of the preferred development partner.

Management Plan for Westcombe Woodlands
The Woodlands are currently in the ownership of the Blackheath Woodlands Company, a company set up and owned by the Blackheath Preservation Trust. They are 3.6 acres in size, and were acquired from the Regional Health Authority in the 1970s. The Health Authority owned the Nurses Home in Restell Close to the north of the site. This land has recently been acquired by the developers Laing O’Rourke who have planning permission to demolish the present buildings and develop flats on the site.
The woods were historically used for quarrying sand and gravel, although in the latter part of the 19th Century the flatter areas of the woods were laid out to gardens and allotments. Some of the finer trees in the woods are probably attributable to this period. The last house on the site, called The Woodlands, was demolished in the early part of the 20th century.

The Role of the UN in Furthering the Peace Process in the Middle East
On Wednesday 18th October Chris Doyle, Director of CAABU (The Council for the Advancement of Arab-British Understanding) is giving a talk in Blackheath on "The Role of the UN in Furthering the Peace Process in the Middle East " with particular reference to Israel/Palestine.

Greenwich Park Noise Nuisance
The Stella Artois Film Shows on the W/E of July 22nd-23rd 2006 caused a considerable noise nuisance to residents as far away from the Park as Beaconsfield Road and even Mycenae Road in Westcombe Park.
It has been reported that the Council's Noise Nuisance Team were running checks on noise levels in Crooms Hill, but not on the east side of the Park where the noise nuisance was inevitably going to transfer to following the relocation of the event fom the 2005 shows behind the National Maritime Museum.

The Royal Parks claim to be working hard to minimise any inconvenience to Greenwich residents as a result of events in Greenwich Park. If, however, you do need to report any problems during these events you can contact a member of Royal Parks staff on 07896 290721. Please note that this telephone number is only operational during the event itself.

GDH Development Public Meeting
The next public meeting to be held to discuss the plans for the redevelopment of the old Greenwich District Hospital Site will take place at The Forum @ Greenwich on Thursday, July 20th 2006, 7pm. Three possible developers have been shortlisted for the Project by English Partnerships. A short presentation will be given by each of them outlining their commitment to the project and residents will then be given the opportunity to ask them questions or raise issues. Proposals will then be worked up and a further exhibition of plans will be held in September 2006. It is hoped to be able to make a decision on the winning proposal by November 2006, with building to start in Autumn 2007.

GDH chimney demolition
As the old Greenwich District Hospital demolition nears its conclusion, the chimney is coming down using 'controlled explosives' on Sunday 18 June 2006 between 8:30 and 10:30am. Traffic will be diverted from the roads immediately surrounding the hospital site.

Latest on plans for 422, 108 and 129
The Council have sent their latest comments on the proposed changes to routes 108 and 422 and new route 129.
They are based on further consultation with Councillors, Officers, resident's groups, other organisations and local residents who reponded to the earlier consultation letter.
In brief, they now accept the comments of local residents that the original plans to re-route the 422 should be shelved and that it should continue as before to service Woolwich Road, Blackwall Lane, John Harrison Way (for the Millennium Primary School) and North Greenwich Station.
They continue to support the proposed diversion of route 108 to service Sainsburys, Filmworks, the Greenwich Millenium Village and North Greenwich Station. Some concerns have, however, been expressed by residents of East Greenwich that In order to serve the curent and future needs of the new housing developments along Woolwich Road. It is now recommended that London Buses monitor the situation, and if necessary provide increased frequencies on route 422 at peak hours between Woolwich Road, Blackwall Lane and North Greenwich. It is further suggested that the night service of 108 (N108) be run along the existing route of the 422 when the 422 is not running, and removing the loss of a cross-river bus service from Woolwich Road/Blackwall Lane residents, as well as removing some of the noise nuisance experienced by GMV residents close to the Southern Way busway.
There has been only limited support for the idea of running the 129 from Greenwich Town Centre to Charlton Station via Sainsburys and the Odeon as opposed to London Buses original proposal to terminate at North Greenwich Station. However, there has been concern from GMV residents over the increased number of buses that would be using the busway. The Council therefore suggest that there should be a survey of passenger destinations on the new 129 route and that consideration may then be given to seeking alternative destinations along Bugsby's Way.
Finally, once again, the Council note the failure of London Buses to provide data to justify any of the original route changes. While recognising that surveys require resourcing, in an area of rapid development, passenger origin and destination figures and the desire for completely new routes and limited stop services from areas in the south of the Borough to North Greenwich Station should have been explored more fully.

Greenwich Park Licence Outcome
Greenwich Council's Licensing Committee recently received 28 letters of objection to an application by the Royal Park for an almost 'carte blanche' extension to their 'event's licence. This included quite strong objections from both the Friends of Greenwich Park and the Greenwich Society.
The Licensing Committee reached a decision on April 22nd which reflects a high degree of nimbyism, and which should be of particular concern to the residents of western side of the Westcombe Park area.
For reasons which are not clear, many residents at the western end of the park seemed to have received letters from the Council containing much more information than the notice attached to the Park railings, which was all many at the eastern end of the Park had to go on. This might explain the relative lack of objections from the Westcombe area, as may the fact that the eastern end suffered less from the problem with late-night film events in 2004. The decision effectively states:
1. Residents reside on three sides of the Park
2. Residents suffered noise nuisance when two outdoor films were shown in Greenwich Park in 2004
3 The Park accepts that the showing of both films caused a noise nuisance to residents.
It has nevertheless sought, and been granted permission to show seven (7), instead of two (2), films but in the area to the south of the Bandstand - more distant from the northern and western homes, but a clear threat to Westcombe Park residents.
A greater noise nuisance will thus be caused, but to a different group of residents, viz., those living in the Westcombe area. In the summer, residents of Vanbrugh Fields can hear the (unamplified) sound of bands playing at the Bandstand on a Sunday afternoon. That is not considered objectionable. However, highly amplfied sound until nearly midnight from film shows like those that caused so much nuisance in 2004 is a very different situation.
One feature of the application was rejected. Many residents (including the Friends and Greenwich Society) pointed out that the films were scheduled to end after the last train had left Maze Hill, creating a powerful incentive for the audience to try to come by car. The Committee therefore specified a 23.30 ending, which means people who run from the Bandstand area might just catch the last train.
There are 21 days (from 22 April) for appeals. Unfortunately, those who appeal against the decision might have to pay the Park Agency's costs if the appeal is unsuccessful, so it is not an option for individuals.
It seems that the seven film shows a year may be additional to the seven major events that are also permitted. A major event is defined as one with an audience of up to 20,000 - c.f. the O2 Dome Arena (23,000) and Charlton's Valley Stadium (27,000). The parking implications could therefore become overwhelming.

What Future for 'The Woodlands'?
The Woodlands, the wooded area on old quarries between Maze Hill and Vanbrugh Hill currently owned by BPT Woodlands Company is to benefit from £57,800 funding over the next 6 years from the developers of the Restell Close Nursing Homes site as a result of a Section 106 agreement between the developers and the Council. Following this long-delayed news, the Blackheath Preservation Trust are discussing with the Westcombe Society and others transferring ownership of the site to a separate and more locally based organisation. The Society has until mid-June to decide whether or not it has a serious interest in being part of this new organisation. The initial view of the Society’s Committee is that it should, but before making any commitment we must first take a view on the appropriate form of the organisation and the nature of the Society’s participation. This could be a very big commitment, and it will be a major topic for members at the Society’s AGM on 13 May 2006 at Mycenae House.
Since acquiring the site in 1980, the BPT has done only the minimum maintenance work to meet its public liability obligations. The new funding should provide for secure perimeter fencing and a more active approach to woodland management, as well as covering running costs (including insurance). Given the precipitous nature of parts of the site, a major issue for any new organisation will be that of access - and views have varied from locking the gate and throwing away the key, through various degrees of educational access, right the way through to its use for tennis courts and picnics! Both the level of woodland management and the extent of access will determine the need for additional funding (both during the first 6 years and beyond) and the ability to apply for such funding.
Because of the potential size of this project, the Society will be looking at possibilities of working in partnership with the Greenwich and Blackheath Societies, as well as seeking to involve the immediate neighbours of The Woodlands. The eventual organisation might take many forms – for example, it might be closely controlled by one or more of the three societies, or it may be that we simply facilitate the setting up of a completely separate and independent organisation. This might be some form of charitable trust, or a CIC (community interest company), a new type of limited company created in 2005 to facilitate social enterprise. There could also be an associated “Friends of The Woodlands”.
We need your views - so please offer your comments here, write to the Westcombe New - or (Society members) please come along to the AGM where there will be the opportunity to discuss the options.

Woodland/Mycenae House
A meeting was held on March 10th with Council representatives, Westcombe Society Committee members, Vanbrugh Community Association members and representatives from the Steiner School to discuss the latest developments with regard to the future of Woodlands and Mycenae House.
There is a prospect of exchange of contracts with the Steiner School for a 125 year lease on Woodlands within the next few weeks (it is currently with the Chris Roberts, Council Leader) and emergency work could then be started on Woodlands. The Steiner School's developer would then put in a planning application for the residential development proposed for a small part of the site which is paying for everything, and if that goes smoothly then there be completion in about 5 months. However, there is every reason to consider that the residential proposal will not be problem-free, and there could be additional delays before the formal exchange of contracts.

East Greenwich Gyratory Works
Work has finally started on the Meridian Delta Section 106-funded works to improve the 'desire line' crossing options at this busy intersection beneath the A102 Blackwall Tunnel Approach flyover.
These include a new pedestrian crossing on the north side of the gyratory to facilitate pedestrian movements from the north side of the Woolwich Road to Sainsburys, Comet & B&Q, and a new bus gate to carry a service from Westcombe Hill in to the slip-road from the A102 to the gyratory. It has not yet been confirmed which route, or routes, will use this gate, but it is likely to be the 108. The 422 may use the gate, but will otherwise continue on its present route along Woolwich Road and Blackwall Lane and John Harrison Way to North Greenwich Station.

Further update on 108, 129 and 422 bus routes
Following consultations which took place last summer a response to the latest Council's letter of 30th November 2005 has been received from TfL/London Buses.
The revised proposalsd include retaining the 422 on its current routing via Woolwich Road, Blackwall Lane and John Harrison Way. This is likely to be welcomed as good news and reflects the strong views expressed by the Council, local residents and Millennium School parents during the consultation process.
Route 108 will be diverted via Sainsbury's/Odeon, as originally proposed, and supported by the Council, to provide a new direct link between Blackheath Village, Blackheath Standard and Sainsburys.
TfL have turned down the Council's proposals for the new route 129 which were that instead of following all the other routes along the busway through the Greenwich Millennium Village (GMV) to North Greenwich, it might run on from Sainsbury's/Odeon via Bugsbys Way and terminate at Charlton Station, thus providing residents of Greenwich and East Greenwich with a direct service to Asda and the new retail stores on both sides of Bugsbys Way, as well as to Sainsburys. The main reason given for turning down this suggestion is the need to provide extra capacity for passengers from the GMV to North Greenwich in the morning peak, although no figures have been provided to quantify this problem, as requested.
There has also been no response to the Council's suggestion that a cost benefit study could be undertaken to examine whether longer distance passengers (eg from Thamesmead, Woolwich and Eltham) could be provided with peak hour express services to North Greenwich to take the pressure off existing routes through the GMV. The proposed changes will result in an additional 11 buses/hour in each direction through the GMV, totalling 39 buses/hour each way (daytime) with route 422 continuing to provide a further 6 buses/hour each way along John Harrison Way.
Should anyone wish to comment on the revised proposals please do so by Friday 17th March 2006, in time for the Council to meet TfL's statutory consultation deadline of 24th March 2006.

Greenwich Market Future?
The Society is extremely concerned to learn from an article in the Evening Standard that the owners of the Greenwich Market site in Greenwich Town Centre, the Greenwich Hospital Trust, have announced that they propose to re-develop the site.
The Leader of Greenwich Council, Chris Roberts, has written an open letter to the Evening Standard in which he roundly condemns the proposal and urges a re-think.
If you are opposed to this move, then please ensure that you use every opportunity to voice your concern over this matter whenever the opportunity arises.

108, 422 and new 129 route update
TfL Buses have responded to suggestions offered by Greenwich Council in their response to the original proposals - previously reported here. They indicate surprise at the level of response and interest, and suggest that the replies appear biased in favour of certain areas and don’t take in to account the needs of others. They state that they are pleased with the acceptance of the change to the 108 route to serve Sainsbury’s etc., but question whether the Council’s proposal to route the new 129 to serve Charlton Station involved a re-routeing away from North Greenwich. If so, it is considered that the prime purpose of the proposals, additional capacity through the GMV and an alternative link from Woolwich Road to North Greenwich, would not be achieved. They also state that the suggestion the 422 should use the proposed new bus gate in Westcombe Hill, but continue to service Woolwich Road and Blackwall Lane, would be taken in to account before a final decision is made. In conclusion they state that no final decisions have yet been taken over these proposals.
Greenwich Peninsula Update
Work is in progress on the development of the Piazza (aka Millennium Square), a large space, the equivalent of Leicester Square. The proposed opening date of the Piazza in summer 2007.
Improvement to public transport links include a bus priority lane at Westcombe Hill/A102M, prevention of rat running in Blackwall Lane, route 108 priorities north of Blackwall Tunnel, remote traffic messaging in the wider region and escalator works at North Greenwich (currently involving W/E closures of the station).
Developers will also be embarking on new soft landscaping (plants and trees). They will consult widely on this and work is due to be finished by mid-2007.
Discussions well advanced forRavensbourne College to be accommodated on the Peninsula. They will have to fund the relocation through development of the College’s present site in Chislehurst, but this has currently been blocked by London Borough of Bromley. Discussions are continuing.

Helping to make Greenwich greener
Following a request by the Leader of Greenwich Council, Chris Roberts, for local groups to do their bit in helping to beautify the parks and green spaces in the borough, a number of volunteers from the Westcombe Society have been working on the flower and shrub beds near Westcombe Park Station.
They have cleared the ground, and planted Narcissus and Crocus bulbs supplied by the Council.
Leader of the group, Barbara Henley said: "We welcome the support given by Greenwich Council to encourage local groups like the Westcombe Society to help to improve the environment. The Council are being very co-operative in helping local groups to combat graffiti - but planting bulbs is a much more creative endeavour!"

Blackheath Standard Christmas Cheer!
Folowing the success of the Westcombe Society's Christmas Bazaar on 19th November, the Christmas tree donated by the NatWest Bank for the Bazaar has been re-erected at the Blackheath Standard by Greenwich Council workers to start the festive season.
Volunteers from the Westcombe Society put the finishing touches by adding Christmas lights.
Dick Allard, Chair of the Westcombe Society, said "We welcome co-operation with Greenwich Council; the Standard looks so much cheerier with the Christmas lights. We hope that this can be done on a regular basis every year."

Walter Bor Award for The Westcombe News
The Westcombe News was, last night, awarded the Walter Bor Award for the Best Amenity Society Newsletter at an event organised by the London Forum. The Society is extremely pleased to have had the News recognised in this way as it represents a huge tribute to all the hard work of Neville Grant, the editorial and distribution teams.

'Heart of East Greenwich' Proposals
English Partnerships have recently engaged with local residents' groups, schools and individual residents in a series of public presentations, exhibitions and workshops. An initial presentation by E.P. and Rick Mather Architects outlined their initial proposals for the site - which is huge! As an illustration of this, one of the most memorable slides displayed was an overlay of the entire Old Royal Naval College, which can sit quite comfortably within the site boundary of the old hospital.
The overall proposals also envisage the relocation and re-development of the Council-operated facilities located at The Arches Leisure Centre, East Greenwich Library and the old Robert Owen Nursery School site and adjacent buildings, although the detailed future of these sites was not included as part of this brief.
The first session on November 7th also asked attendees to grade their reaction to the plans under each of a number of headings from Strongly Agree to Strongly Disagree. Additional comments could be made by means of 'Post-It' notes.
On November 9th, a full day workshop session discussed six important topics with the Design Team - Public Service Provision, Quality Townscape, Making Connections, Public Realm, Environmental Issues and Prioritising Pedestrians.
An additional session on 11th saw the School Council of St Joseph's Primary School invited to contribute their views. This enjoyable and illuminating session produced some graphic illustrations, particularly for the Leisure Centre, public spaces and an apparently essential jewellery shop!
The final session was held on the 14th. Revised proposals from the Design Team based on all the feedback received envisage the following main features to be contained within the Development Framework to be presented to potential developers;
Woolwich Road traffic
A study is currently underway to review the potential for improving the junction of Vanbrugh Hill, Tunnel Avenue and the Woolwich Road. This will address the current congestion, improve pedestrian and cyclist movements and increase bus access.
Woolwich Road Frontage
The aims here are to provide a strong visual presence with the part of the building on the Woolwich Road junction while at the same time providing a sense of activity and awareness of the Urban Square. It is hoped to achieve this with an exemplary design that is no higher than the 6-7 storey 'Plaza' flats on the opposite corner of Vanbrugh Hill.
The design should include transparent elevations both to Woolwich Road and to the new Urban Square to the rear to allow visual connections whilst the proposed public facilities such as the Leisure Centre, Library and cafes can open on to both sides to allow access. Council office facilities at first floor level will have the facility to extend along the entire length of the building un-interrupted if desired. All this area will be serviced by an underground parking area occupying much the same position as the old hospital car park.
Vanbrugh Hill
The new Health Centre and apartments along Vanbrugh Hill boundary should be designed to respond in height and massing to the existing 'Plaza' building and housing opposite. The new apartments will reduce in height from 6-7 storeys (equivalent to the 'Plaza') at the northern end, down to 3 storeys at the southern end adjacent to Calvert Road. The apartments will also be set back from the road at the higher levels to reduce their visual impact. A combination of terraced houses and maisonettes are proposed with a potential to improve the overall street scene. Overshadowing of the existing flats should be avoided through careful solar modelling.
Public Square
With a sunny southern aspect, it is hoped to encourage a lively mix of uses here and to provide cycle parking with only limited vehicular access. Both passive and active supervision of the area is proposed in order to deter anti-social behaviour. Controls might also include the provision of a small police office. Public access to landscaped 'green roofs' from this area was also proposed.

The main residential area on the site will be located to the south of the public square in the centre of the site. This would surround a largely private square. Potential managed community uses were proposed here included gardens, a creche, and a tennis court. 'Boulevard'-style roads with strategic calming measures including a central row of trees and controlled parking are proposed for the frontages of these properties.

Lovell's Wharf - New Proposals - Public Meeting
The developers of the Lovell's Wharf site have withdrawn their earlier proposals for two tower blocks, each of 30-odd storeys, plus lower-rise blocks of flats. However, they now propose to put the same number of dwellings on the site in five monolithic "slab blocks" of up to 10 storeys.
This is still far too big and dense a development in relation to the surrounding area. Once again local residents must be very concerned about the effects of this and the many other large developments in and around SE10 on the service infrastructure of the whole area: transport, roads, sewage, health and education.
The Greenwich Society is jointly hosting a public meeting with the Forum@Greenwich on Tuesday 22 November, at 7 pm at the Forum@Greenwich in Trafalgar Road. All are welcome to attend.
This is still far too big and dense a development in relation to the surrounding area. Once again local residents must be very concerned about the effects of this and the many other large developments in and around SE10 on the service infrastructure of the whole area: transport, roads, sewage, health and education.

Work & Learn Centre at the Dome
This Centre, a partnership between Meridian Delta Ltd (MDL) and Greenwich Local Labour & Business (GLLAB), is now up-and-running in temporary offices next to North Greenwich Station. The Centre provides a recruitment service for the MDL site as well as training provision. It will move to more permanent premises on the Peninsula early next year.

Policing in Westcombe Park
A question that is to be asked at the next area, Time To Listen meeting to be held at John Roan (Upper) School, Maze Hill, on 21st November at 7.00 pm;
Many local residents are greatly concerned about the incidents that occurred in September, in which a large group of hooded youths created mayhem and terrorized residents in Venn House and the surrounding area in Westcombe Park Road and Coleraine Road. Seemoingly they were in search of a cannabis factory that was subsequently discoverd by local residents.
Following this night of violence, in which the police were called out four times, there have been a number of local incidents which, though small in themselves, add up to a very threatening environment for local residents. Incidents have included: stones being hurled at passers-by; fights and disputes centring in particular in and around the phone box in Westcombe Park Road; evidence of illicit drug dealing; a number of incidents of car crime especially in Mycenae Road (in one case, a car with foreign number plates was defaced with very obscene graffiti). At one stage, local residents found it necessary to mount their own street patrols.
Residents feel that ome criminal elements may have come in from other areas that are more heavily policed. Whether that is true or not, there is an overwhelming feeling that the Westcombe Park area is currently under-policed, and the Westcombe Society, on behalf of residents, wish to urge Councillors to support our plea for an accelerated police programme, so that our area gets the police protection it clearly now requires.

E.P. Collaboration Events over GDH site futures
English Partnerships would like to invite you to a series of public collaboration events they are planning to run in early November, in order to consult with the local community and stakeholder groups in Greenwich on the future redevelopment of the Hospital site, as well as considering overarching principles for the regeneration of the Heart of East Greenwich project.
