Protecting the Character of Westcombe Park

Our area has many fine houses. In recent years, there have been a number of planning applications which would have affected the historical character and original designs or architecture of the area. When the area planning committee rejects such applications, their decision is generally accepted by the applicant. However, two recent refusals to grant planning permission went to appeal.


One concerned the erection of railings and new piers to the roadside wall of one of a pair of matching houses that are Grade II listed. Changes to the driveway were also proposed. In considering the appeal, the Inspector stated that the symmetry of the pair and the sweeping shared carriage driveway is an important part of their special architectural and historic interest, and rejected the appeal. She also stated that loss of some of the original fabric of the wall to create the new entrance would remove historic evidence about the former appearance of the wall and the original layout of the forecourt.


The other application that went to appeal had sought permission to knock down a garage and build a second house alongside the existing one. The Westcombe Society and neighbours lodged objections. The Society regards such infilling as detrimental to the character and appearance of Westcombe Park, and contrary to national and local planning policy for Conservation Areas. The Inspector shared this concern and rejected the appeal and said that ‘cramming’ another dwelling in would not ‘sit comfortably with the elegant and generously proportioned houses hereabouts’. She also stated that removal of the garage would lead to front-garden parking, which would be a detrimental step and would not preserve the character or appearance of the area. Both the Westcombe Society and the Inspector were concerned that if the infill had been allowed it could set a precedent for similar developments of ‘other leafy plots’ which the Council would find difficult to resist.


In both cases, the Greenwich Conservation Group joined the Westcombe Society and local residents in objecting to the original application and the appeal. The area planning committee had rejected the applications even though Council case-officers had originally supported them.

Pub in the Park Cancelled

The planned 'Pub in the Park' event, which required the closure of the Bandstand and Ranger's Fields for nearly two weeks, has been cancelled because of lack of support. Although it claimed to be targeted at families, entry tickets were priced at £20 each. Refund arrangements can be found at http://www.pubinthepark.com/

When initial consultations were started in February, the Westcombe Society was impressed by the care that seemed to be going into the proposals and the extent to which the organisers seemed to be willing to respond to local concerns.

Sadly, things then seemed to unravel. Instead of consulting local residents four roads deep around the Park as required for events in the Park, even houses overlooking Bandstand field were not consulted. The procedures for the official advertising of the application for a licence were also defective. And the proposals - including a large sound stage facing Westcombe Park, with loud music until 23.00 for three consecutive nights - were very different from what had been originally promised. As a result, the application faced a number of objections from the Council's noise nuisance team, the Royal Park, the Westcombe and Blackheath Societies and others.

Changes were made to the application to go some way to meeting these concerns and objectors were handed a 200+ page document setting out the revised proposals at the beginning of the licensing hearing and the amended licence was granted, allowing noise levels considerably louder than the Glastonbury Festival but ending at 21.30.

However, it seems that the demand for tickets was insufficient. So the Park will remain open for normal use for the last days of summer.

Less Siege - More Noise?

There will be another Run to the Beat Half Marathon on 27th September. Last year, residents of Westcombe Park woke up to find the whole area had been sealed off, without prior warning. One family was unable to get to the airport for their holiday. Another family missed the Christening of their grandchild. So the Westcombe Society, with ward Councillor Geoff Brighty, has had meetings with the Council and the Organisers to prevent a repetition of last year’s siege of Westcombe Park. The Society has helped improve the leaflet that will be sent to all residents of the area well in advance, giving full details of all road closures and the exit and access arrangements - see map (click to enlarge)

Entry to Westcombe Park by car will be from the northbound carriageway of the A102 via Woolwich Road (A206) and then first left into Combedale Road. The exit route is via Charlton Road, Eastcombe Avenue, Victoria Way and Woolwich Road (A206) to the Blackwall Tunnel Approach Road (A102). Another change will be the presence of a sound stage at the Gibb Memorial from 10.15 till 12.35 (or earlier once the last runner has passed), with loudspeakers 200m closer to, and facing eastwards towards, people’s homes. The Society unsuccessfully pressed for the noise limit to be reduced to 60dB, the same as for the Glastonbury Festival and fairs on Circus Field (for which speakers must face away from houses, and no ‘barking’ is permitted except for emergency announcements). However the Council decided to permit a level substantially louder, though it refused permission for sound stages in the most densely populated areas like Trafalgar Road.

The permit is for a single event and any repeat application next year will be considered in the light of residents’ experience this year, which may also be relevant for the full Marathon.
